(NVSE) Altering damage with OnHit Script

how exactly does the setAttackDamage function added by FOSE/NVSE work? Specifically does it alter the damage of the current (and only the current) attack? I can't seem to find appropriate documentation on it anywhere.

Also, does critical damage in NV bypass armor?
