Oblivion a better Port than Fallout

SInce I'm a huge fan on Oblivion and Fallout, I am wondering just why Fallout hasn't got the superb graphics (mainly AA and AF) than Oblivion had. There is hardly any alaising in Oblivion (on the PS3) yet Fallout 3 and New Vegas suffer terribly for it.

Is this down to poor development or some other technical reason?

I have plenty of AA and AF on PC for Fo3 and NV. I think the difference is the texture are simply lower quality thats all. Plus in Oblivion they did an absolutely brilliant job of lighting and setting up a worldspace to make it look amazing. Thats all. Not to mention Fallout is supposed to be a bit more gloomy, not so happy and clear.

I think that Fallout graphics are way better, they have different shaders for things, and it has a lot of different maps, and lighting again Fallout way beat that, the lighting is way more diverse on Fallout

I will be honest, I have never been able to tell the difference in any game with AA at x16 or completely off so I just leave it off and don't take the frame rate hit.
