oblivion crashes after bethesda games logocopyright

So I have recently downloaded and installed oblivion for the PC, but on start up right after the Bethesda games studio logo right after the copy right it says windows has encountered a problem, and will tell you if there is a solution and you have to close the program. I have tried everything that everyone has said to fix this problem I've un-installed and re-installed the game countless times, i'm moved it to a none AUC folder, I've deleted the Oblivion.ini multiply times, I've ran it in every compatibility mode and as an administrator i have no idea of what to do anymore it seems like I've tried everything. I really would like to play they game because i loved it on Xbox 360 but i wanted to try out some of the mods for the games but i cant even get the game to load the main menu. any help would be appreciated.
