On the topic of Radiant AI, Bethesda found that the NPCs were acting a little too violently when their daily tasks conflicted, and they didn't have enough time to fix things before they finally received the Xbox 360s and realized that the game didn't work on the console. A lot more stuff then got changed and removed while they were trying to get Oblivion to run on the Xbox.

There was supposed to be a 10th city called Sutch, but it was cut and the only remnant is the name Fort Sutch. They also apparently reduced the number of voice actors.

For voice actors they say that they simply didn't have enough space on the disc.

For the city of Sutch it was probably due to lack of time.

The voice acting being cut was a big letdown. Notice the dunmer's voice in the demo, then compare it to the actual game. The biggest disappointment was the removal of dynamic shadows.
