So i'm having an issue i've just uninstalled and reinstalled oblivion for like the billionth time every time i start the game the cell across from me is missing a door the ground dosen't exist beyond a certain point npcs are falling through the ground there torsos are missing and i can't get out of my cell because they fall through the ground!

This won't stop happening what i think the problem is that when oblivion uninstalls it forgets to remove certain folders that may have missing contents so that when i go to re install it, it thinks those folders are full that's my guess but my real question is does anyone have a guide to FULLY uninstalling oblvion.

Run the uninstaller. Then, delete both the install folder, and the one in my games. Reinstall the game to a different location. Should solve the problem.

Just put the disc in the DVD-player to let it autostart and from there you can uninstall the game, but you also need to delete the Oblivion\Data folder.

If that doesn't help you I think you need to use http://www.auslogics.com/en/software/registry-cleaner/download/ to fix Windows register and try to install it again.
