Oblivion Emperor's apparel real-life

Hey everyone. Back a while ago, my dad made me an Aragorn Elessar costume for Halloween (the crown is the only bit that still somewhat fits :P ), as I'm very interested in royalty and kings' outfits. When I first played Oblivion and saw both the Emperor's robes as well as the Imperial Dragon armor, I always wanted to try to make both sets in real life sometime (or perhaps the Emperor's Armor from ESO, which I kinda like better). Well, I don't have any schedules and it would probably take a while even if I happen to find the time to do it, but I would love to create both outfits (as well as a sword prop somewhat like a cross between an ebony sword and the Dragonsword of Lainlyn; I also hope to do a Ruby Crown and Amulet of Kings at some point as well) in person.

The main problem is that I'm not really talented with costume design and I was wondering if anyone at least had a template or instructions on how to make the Emperor's robes. The Imperial Dragon armor actually shouldn't be too hard, as I can use Masonite for the shell and painted hot glue/cardboard/cardstock for the details. It's mainly just the robes and the Amulet that would be relatively hard to do. Considering I really don't plan on investing too much money into it (not trying to go for all-out realism here, just kind of something I can put in my room as decoration), I'm pretty limited.

Any ideas on how I could go about this? :P
