Ok i bought the game off steam awhile back, and ended up buying the goty edition one as well, and then again rebought the goty deluxe edition off steam. So i bought the game 3 times off steam. Question is, does the extra dlcs such as horse armor and mehrunes dagger have esp or esms? Because i am not seeing it in my load order.

IIRC they should be esp's.

I don't know anything about missing mods in Steam for Oblivion.
