Rats, I hate them. Someone tried to open up a restaurant making only rat dishes. Rats in a Cream Sauce, Rat Flambe, Rat Necrom with Bonemeal Gravy, Deep-Fried Rat, Lemon Rat and Wild Rice, Rat Ragu with Powdered Deer [censored]! But the city guard found out and shut them down. But not until after they brought all rats in the city. Now I hunt them. People say I have rats on brain. Who am I?

Correct on all accounts except on the entrance fee, I was actually referring to the 700 gold you need to have fenced to be given the quest. The court wizard is Fathis Aren.
