Oblivion LOD Error

Well, I need help with Oblivion, You may Remember me as the Guy who had error messages in Morrowind whenever he killed an enemy, but I am not having any Error Messages, Because I am having this problem: I had recently installed Better Cities by Bananasplit, and it is Awesome, but an FPS eater, and It's been working GREAT, but yesterday, I had installed an OBSE plugin called FastExit.dll and Recently, The Low-Res models that you see from Miles Away that represent Distant Locations, that Go Away when you get closer, and than are Replaced by the standard High-Res models. Well, When I go in, than out of a Vanilla or Building added by Another Mod (Midas Magic, Vvardenfell Imports, etc), It works Perfectly Fine, but when I go out of a Better Cities Building, Both the High-Res and Low-Res models are rendered at the same time, and the Low-Res models can be walked through. At first it was funny seing guards walk through the Waterfron wall, but the Novelty has Defenately worn off. It appears that it involves the LOD, because when I disable Distant Lands, the Low-Res models are no longer rendered, and Better Cities works perfectly fine, but it REALY Breaks Immersion, and I have deleted FastExit.dll, but the problem persists. Both are taken from the Perspective of the Lighthouse Door. Please Help! I don't want to get rid of BC or disable LOD!
