Oblivion loot question

I just have a quick question about how loot works; this is my first time playing the game and I'm not sure if this is a bug or expected behavior.

I was on the way up to Bruma when I ran across a group of outlaws (worth noting, I'm using FCOM + assorted weapon/item adder mods with Item Interchange). Being level 2 they were pretty tough but I eventually managed to beat them. However, when they attacked me their weapons also hit me with Drain Strength and Drain Speed -- but when I checked their corpses and their dropped weapons, there was no such enchantments on the weapons. In fact, they weren't even enchanted at all. I was kind of expecting to pick a Drain Speed and Drain Strength enchantment up off their axe and hammer after that...

So, is this normal behavior, or is this the result of a mod? It just totally threw me for a loop since it's behavior I've never seen in Morrowind.

Seeing as they were bandits, they probably used poisons on their weapons, which also explains why you didn't find anything on the corpses, as the poison had been all used up. However, I play vanilla on 360, so it could also be a mod query I'm not sure about. Also, http://bncomputing.com/ob/fishystick.jpg

I didn't even consider that it was poison (and in fact I totally forgot it existed until you mentioned it). Thanks for explaining it! (Now to apply some to my weapons...)
