Tierra, though she isn't really a member of the Imperial Legion, just of the Kvatch Guard.

Gah! Guards are not part of the Imperial Legion. Gameplay wise (they have no factional disposition boosts) nor in lore (the Legion is a distinct entity).

The guards are part of the legion

Not quite.

The Legion is run by the Empire, and is also used as an invasion/defense force during war time.

The individual city Guards are run by the cities they belong to, though they can also be called to serve during war time or join the Legion themselves.

Basically, the Legion is like the US Army and the City Guards are the individual State's Troopers (for those of us who are state-side).

It should also be noted that not a single City Guard is also a member of the Imperial Legion faction.

But I digress, I'll ask my question.

What is the name of the phenomenon involved in the creation of Black Soul Gems?

EDIT: Lorca beat me to it, as far as the Legion thing goes. :P

Anyway, Question:
What is the name of the phenomenon involved in the creation of Black Soul Gems?

Why is the the main river in Cyrodiil called the Niben?

Because of its relation to the Niben Bay and/or Nibenay Basin?

Nope.

Hint: It's related to why Topal Bay is called Topal Bay.

Wow, im good. It was a complete guess.

Ok, after much contemplation... i try a "tough" one

Name the names of the 3 NPCs who are labeled as merchants, but will never be able to barter with you since they sell nothing whatsoever

that doesnt make any sense...

I'm gonna guess 1 of them is Darma (or whoever that argonian girl who goes missing from the shop in chorrol is)

No, Dar-Ma is not labeled as merchant

EDIT: This is basically a pure UESP-searching question^^

EDIT: I should mention that there are other NPCs who you also cant barter with, but at least they provide some kind of service, thats not the ones im asking for

Please re-read the rule.

Specifically the underlined part.
5. Please base you questions on things that are to be found in unmodded Oblivion, Shivering Isles and the DLCs. Try not to include questions that involve lore that cannot be found in game, or rely only on the Construction Set or console codes to answer.

Sentenza, are you looking for people you can't buy things from, or people who are supposed to be merchants but never have the barter option? That'll change my answer. :P

EDIT: Posted while you were editing.

EDIT2: Now that I don't think I can answer without using the UESP, I'll wait for someone else to do it. :)

Its the latter option. They also provide no services at all

The only way to answer that one is solely through the UESP

well thats just [censored]! what about us who don't have any DLC's? I mean, that cuts the possibility of answering something by a huge amount! not everyone likes wasting money on DLC's when they could get mods, and console users don't want to waste money on DLC's when they could play something else!

1. Ormil at the bloated float
2. Magra Gro-Naybek in Cheydinall
3. Vlanhonder Moslin in hackdirt.

Thats why the rule says, to try NOT to ask any or very little DLC related questions.
Its basically what you want, isnt it?

The DLCs are Canon, and therefore fair game. Ask as many questions as you want about any of them.

The floor is open. Go for it, Spartan.
