pandaman that is correct. the eight refers to the eight original Aedra/gods/divines, and the 1 refers to the fact that Talos became a god/divine.

He wears Steel Gauntlets and Greaves in addition to his Skingrad Cuirass, which is unusual for guards. (Usually they wear Chainmail)

He also doesn't have any armored boots, IIRC. Just Cowhide Shoes.
