Can you clarify what you mean by "guaranteed place to find"? Do you mean that there will always be one, whenever you go there?

When you go to Kvatch castle the first time, there will be Dremora Archers, but they won't stay after you've found the Count. They will always appear when the Great Gate is opened at Bruma, but they won't be there before or after the battle. Fort Sutch may always get Dremora, when its gate is open.

Given the multiple part-time answers, I suspect you don't mean any of them.
