The Number of Cities (Realm?) in Oblivion is 10 (Including Boethia and Peryite's Realms) Just including Mehrunes Dagon's is 8.

I meant cyrodiil but I didn't want people to count sutch so I said the game's name instead but because of my bad wording so I'll give it to you,your question
p.s there are 9 actual cities in the game oblivion(including kvatch)

Yes, one city to each divine :)
Btw Sutch can′t be counted because in the final release it isn′t a city.

Gonna step up and ask a question since it's been some time since one has been asked:

What can you find at Roxey Inn prior to completing any side quests? There's three possible answers to this one, and they're all quest-related answers. Any one will suffice.

EDIT: 3, not 2.

You matched one out of the three I was thinking of; the mercenaries. I was also looking for: the start of the quest "Raelynn the Gravefinder"; and a referral to Aleswell for the quest "Zero Visibility," both of which are given by the innkeeper. The Master Heavy Armor trainer would have worked too, even though I didn't think about it at the time.
