Oblivion style poison?

Is there a mod that allows me to poison my weapons and arrows a la Oblivion?

Short answer: No.

We have a german mod, that allows you some kind of "poisoning". It's a workaround after all. It is included in a mod called Skill Mastery by Killfetzer, including very challenging quests for each skill, that you can learn mastery from the master trainer. This is meant as a skill perk from skillpoint 80 on.

Here is the part of the readme concerning this point (translated - the original is in german of course):

Q: Why can't I make poisons?
A: You need an already mixed potion with a negative effect. You activate the "Poison Mixer" by dragging it onto your paperdoll. Then you drink the potion (it has no effect on you). After closing the inventory your weapon ist poisoned. This is scripted and does not work with all negative effects, but these:
- Fire-, Frost-, and Lightningdamage
- Poison
- Drain Life, Magic, Stamina
- Burden
- Silence
- Paralize
- Dispel

Q: May I use ingredients only?
A: Yes, as long as it has one of the above mentioned effect at first.
