Oblivion Won't Install

I'm trying to re-install Oblivion on my machine (Windows 7), but it flat out said "You're not my real Dad" and refuses to finish installing. Once it gets to the stage where it transfers 'Voice2.bsa' from the DVD to the harddisk, it gets stuck in a perpetual loading phase.

After it stops progress, my machine becomes unusable (every program crashes), so when I remove the disk, everything is fine and starts working again, but Oblivion force quits after giving the error:
"File: data7.cab
Error: The device is not ready"

Which I assume pops up because I remove the disk.

I've looked around and I've seen that one other person reported this, to which it was suggested that the disk wasn't clean. I've cleaned the disk (with a cloth, is that what I should be using?) but it always stops that that particular point. Is an unclean disk the only reason for this problem? The disk is a little scratched, but it's not as bad as other games that I own, but is it time to buy a new disk?

I've looked on this forum and no-one seems to have had this problem. Meanwhile I'm stuck watching Oprah, so any help would be appreciated!

ETA: I've tried to install it 3 times now and this error has popped up each time.

May want to try updating firmware for your DVD Drive.
