He's obviously looking at the other guy in the bright green shirt and wishing he hadn't worn such a bright green shirt as well as he doesn't want to be associated with the other fellow in the bright green shirt.
Either that or he had been out drinking heavily the night before and looking up was making him dizzy and this picture was snapped right before he threw up.

What's with the guy to the left of center, two spots over from Todd, with the baby blue baseball cap, the arms crossed and the scraggly chin strap of a beard. He looks like Bethesda's goon, cleaner, bagman and hitman all wrapped up into one. That look on his face could peel paint from the walls...or maybe he's just trying to cast a demoralize spell at the cameraman...who knows? :stare: :angry: :mad:
