I don't know his history, and considering that he's Alduin's right-hand-man, I'm sure he's slaughtered more than his fair share of Nord's. But they were unworthy, and rebelled against the holy dragons.

I think he's can sort of be trusted. He has seen the dragonborns mastery of the Thu'um.
When you lift the trap he moves to the end of the great porch but waits. he could have easily flew away and dodged dragonrend if he took a quick left or right.

I think he can be trusted. He could easily just have flown away and left you there, like Michael said. He comes every time you call, and doesn't try to murder you when you do it.

How so? Anyone can slay a dragon and since Alduin's spirit isn't in the mortal plane anymore, he can't exactly revive his brother (not that he'd want to, anyway). The Dragonborn just makes it impossible for them to be revived.
Dragons respect power, and the Dovahkiin has it. As long as you remain more powerful that Odahviing he will remain loyal to you.
Odahviing and Paarthurnax will probably have a jolly ol' genocidal rampage together eventually.
