An ODD issue - An Item's Skill Bonus Not Working Right

Hello,

I have a really strange issue with a piece of clothing from the "Guy Fawkes Mask" mod. The mod basically adds an item to the game which is a mask. When the mask is equipped it gives you +3 lock picking and +8 explosion. I wanted to change the stat bonuses on this item, so I switched it to -1 Charisma, -1 Perception, +5 Lock Picking, & +1 Agility and totally got rid of the explosion bonus.

The issue is, everything seems to work correctly for the skill and stat bonuses EXCEPT the + to the Lock Picking skill. Even though I've change it to +5, it still only gives +3 to the skill when I equip it. I tried changing the skill bonus to +7 Lock Picking, but then it gives you a +5 bonus. All the other stat and skill bonuses seem to work correctly which is odd.

I thought maybe it might be hardcoded in the mod itself somewhere, but this mod does NOT have a script entry. Anyone have any ideas why the lock picking skill bonus is not working correctly or how to fix it? Please let me know if you have any questions or need any additional on my end. Thanks in advance!

Perception governs the Lockpick skill. Applying a -1 penalty to Perception will lower your Lockpick (as well as Explosives and Energy Weapons) skill by 2. The bonuses are working correctly.
