Odd NPC Behaviour Post 1.9 and USKP Updates

After the 1.9 patch and updating all the unofficial patches, and starting a new playthrough from Helgen, I started noticing some odd NPC behaviour I hadn't seen on any previous playthroughs. Any one of these alone I'd have just put down to Skyrim behing Skyrim, but as they started mounting up this early in the playthrough I started to suspect that something was up. I'd read other posts about the NPC's sleeping with open eyes and lip sync issues, but I've also been seeing NPCs not following their usual scripted behaviour or behaviour kicking in at odd times.

Specifically;

- Lipsync issue pops up randomly, sometimes appearing and disappearing with the same character during the same conversation between different dialogue chunks
- Hadvar stays standing during intro talk in the Riverwood blacksmith's house
- Irileth shows up in Dragonsreach during the talk about the Greybeards, then starts talking with Proventus about sending troops to fight in the war (haven't started civil war quest as yet).
- The Alik'r asking about the Redguard woman accosts me in the marketplace instead of the usual post near the main gate
- Vilkas is missing from the front of Jorrvaskr after the companions initiation quest and only shows up once I run around back and Kodlak starts his speach.

I'm posting this not looking for help really, just to see if anyone else is seeing issues like this. Or am I just bonkers and it really is just Skyrim being Skyrim.

Modwise, I'm playing with all the official DLC's, all the unofficial patches, Arthmoor's suite of mods and a few armour and retex mods (WoTE, Immersive Armors, amb retextures, etc). For this playthrough I was using Arthmoor's Live Another Life with a Helgen start. Everthing's using the latest updates.
