Odd screen tearing after installing beta patches

This was kind of weird I have been having performance issues since launch like many even though I should not be getting massive 15+ fps swings.

First and foremost I am not running any texture mods or any mods at all just straight vanilla game.

My PC specs are as follows,

CPU: Intel Core i5-6600K

Ram: 16GB

HDD: 7200 RPM 2 TB drive (might consider putting game onto my Boot 250 GB ssd or putting another SSD in the PC)

GPU: GeForce GTX 960

OS: Windows 10

Monitor: 60hz 2560x1440

First the game recommends ULTRA and no way is that possible in the current state of the game so I use Geforce experience to Optimize the game and then made a few tweaks. Put god rays on Low

re enabled all the check boxes minus Screen Space Reflection( don't like these they look terrible ) I also made sure shadows distance was medium and that ambient occlusion was off.

Installed the beta patches hoping it would help some of the more serious performance areas.

Initially the game was running pretty good no tearing at all left all ini settings default this means yes iPresentInterval was set to 1 and video card was set to use game settings.

With the above setup I was able to stabilize the framerate drops in most areas of the game sitting around 45 - 55 fps game seemed to run good even on top of corvega there was no real significant issues seemed pretty stable. Till today.

Loaded up my game and now whenever I am in a interior location NOTE ONLY IN INTERIORS not out in the open world I get massive screen tearing. Not sure what happened I changed no settings. Uninstalled the beta patches still occurs so now I am reinstalling the game hoping it fixes the issue....

Not sure what is going on but something is massively messed up should not be getting tearing at all as my framerate is never going over 60 and is not fluctuating massively when it is happening it can be at a steady 55 - 56 or even 59 - 60 on the interior of just a house and it is just tearing all over the place.

Any suggestions to try if it continues even after the reinstall?
