In both Morrowind and Oblivion, the Empire was in control of most military and law enforcement activity. As I am assuming that Skyrim isn't under Imperial control, I think it will be very interesting to see who the gaurds/soldiers are for the Skyrim cities and how it will will be different from Oblivion/Morrowind. Perhaps the Nord government has different laws and ways to enforce law than the Imperials do. I don't think any info has been released regarding this, but it doesn't seem to be discussed much. Anyone care to speculate on this?

it depends upon what region you are in since each is has a seperate entity of law enforcement.

Each hold has its own guard faction. The only one I know currently is the Stormcloaks, though I don't know which hold they're from.

Also, each hold has its own law. You can destroy a town in Riften but be a hero in Solitude. No one will know.

Seriously, probably the cities have their own set of guards. A rebel city, an empire city, a Lovecraft city (hopefully), an NCR city, a Legion City, a Mythic Dawn city, whatever. Whichever faction is controlling the area is gonna have guards in its cities. If I'm wanted in a rebel city, it isn't going to carry over to an empire city. Probably.

Why would you only be able to join the Legion if there's also a major opposing force to them with jurisdiction over half of Skyrim?

Might be quite cool if the current government had imperial like guards (guards with the main job as guards and overall better equiped) where maybe towns under rebel control (if there are any, would have thought so however) have more soldier, warrior types ready for battle who also will watch out for the civilians though but not as much as the guard role... just offering a somewhat guard service?

This is what I'm thinking should happen in Skyrim as well. Certain regions have their own law/government factions, like the Houses in Morrowind. Although, all the Houses were basically under the control and watch of the Imperial Legion.

I'd be very sad to see some imperial guards. I'd rather have stoic Nords wearing tabards resembling their town going around and guarding the place.

Since Skyrim is an Imperial Province, I'm guessing there will be an Imperial Legion presence. I just hope that not all regions are controlled by the Empire.

I read somewhere that crimes were local affairs. If you commit a crime in a city, only the guards in that city will be aware of it.

Yeah it bugged me that one crime meant you had to avoid all of society. Hopefully isolated murders go unnoticed or at least not everyone hates you for it. Also, I hope there's different types of guards, means more loots :P
