A look at new locations in the NCR that weren't in Fallout 1 and 2 would be interesting. Even the capital of the NCR would be interesting, though most people, including myself, want to see brand new locations. The "capital" of Caesar's Legion would be interesting as well, though since they aren't an actual nation I guess capital wouldn't be the right word, but I think you know what I mean.
A DLC set in Mexico, considering it's so close, could be cool, however coming up with how an entirely different culture developed since the timeline split in the 1950's might be too large an undertaking for a DLC.
I would definitely enjoy seeing a DLC set either up north, in one of the northern states neglected by previous Fallout games such as Montana or North Dakota, or set somewhere in the Midwest.
Obsidian, I feel it's vital that you not only set the DLCs you develop in places all over the West and Midwest, but expand upon the lore surrounding those areas. For example, in Fallout 3 we visitied The Pitt, but Bethesda used the new location to their advantage and came up with new locations such as Ronto and the Erie Stretch that while close to The Pitt, are far away from the Capital Wasteland and would have never been mentioned in the main game due to the distances involved. Of course, they hadn't come up with those locations when they made the main game, but that's not my point. My point is that thanks to what Bethesda did, we now have 2 new fictional locations in which Bethesda may set a future game or DLC, and you should do the same. If you guys ever get to make another Fallout game, it would be helpful to come up with new locations all around the country now so that you may be able to use them in future games.
Also, I very, very much hope all the DLCs are like Point Lookout in the sense that there's hours worth of exploring to do. The Pitt was great but there wasn't a lot of exploring to be done. If there was it would definitely have been my favorite DLC. Fallout: New Vegas is an open world game, and it's DLCs should be as well. Many fans of New Vegas will enjoy it in large part because of the open world, and they will want to see the same type of open world in it's DLCs.
