Anywhere really, besides NYC I think would be fine for a New York setting. Kingston works since it's not NYC.

I am partial for Chicago though but I wouldn't be dissapointed in a New York State setting (or pertty much anywhere in the US for that matter).

Miami with a DLC in Cuba would be awesome. I dont like doing another desert Fallout aka Arizona/cali/west texas would be a good idea.
what about Denver? There is a lot to deal with that for would it be too much like skyrim?
The Legion? I think it would break up like Roma did into kingdoms of legion, west, north, east and south. Now that would be interesting to see the legion evolve into kingdoms say of the Bull Legion, Eagle Legion, Scorpion Legion and Rio Legion...where the player has to bring them together by force or diplomatic means or shift them from slaves to freemen serfs medieval type society. Maybe raiders coming from Azteca and from the North and East with a nod to a gladitor revolt and their leader.
But honestly i think FONV should be the latest date they should turn back the clock a bit with the next game make to the same era as FO3.
There is no post-war canon about New York City.
I'm not sure about a Cuba DLC. I would play it but I think Bethesda might want to keep it in the US.

I think the NCR would break down into waring city states before the Legion does. NCR needs to just over expand and collapse already, Legion should stick around for a but longer than collapse into a few countries, maybe one or two just being incredible places to live with no drugs, violence, or corruption along with freedom for everybody.
I disagree, F3 seemed less than a decade after the Great War two hundred years later. NV looked and felt about two hundred years (I klnow its 204, I said about because of how close it is to the same time as F3) after the apocalypse.
