The cartographer's name, Vality, is at the bottom left-hand corner of the map. He is a descent modder at Planet Elder Scrolls. I am pretty sure he doesn't actually work for Bethesda.

This map is way much older than Skyrim announcement. And you can see Oblivion icons in it, that kinda hints

It's cool, but it honestly looks a lot like http://www.uesp.net/wiki/File:V7_Shivering_Isles_Map.jpg, which isn't the official map for SI, so... :shrug:
