On PC? You can't anymore.

Only way to get them now is too either find the Knights of the Nine DvD pack (NotN, plus all the DLC apart from Fighters Stronghold) or to get the full pack from Steam.

Game of the Year Edition, which is still widely available online, includes all of the DLCs.

Though, I think only the digital editions of the GOTY have the Fighters Stronghold these days, since the original GOTY disc release was before that DLC's eventual release (Delayed, abandoned, unabandoned, put to one side, then finally released for free for one week only before reverting to the same cost as the other housing DLCs)

Incorrect. The add-ons are not included on GOTY.

Only http://store.steampowered.com/app/900883/ has all nine DLC, which includes the Fighter's Stronghold DLC and I have all nine DLC as retail except for the http://web.archive.org/web/20071022042832/http://www.elderscrolls.com/downloads/updates_plugins_fightersstronghold.html since I downloaded it for free in Oct-2007.
