Well the first book is 40 years after IV and ignoring the rumor from the books that TES V will take place 200 years after, that would leave only 40 years of time from the end of IV to make V. And most likely something large has to happen to center the story around in TES V, and considering they already loosely laid out what happened in those 40 years, they probably wouldn't set V before the books.
