No in an interview with Todd Howard he said their newest game is far along and that if Pete Hines came in to tell him to show it, he could. The reason they haven't is because they don't feel like the timing is right.

Keep your eyes open when surfing the net. Earlier today a certain Game Informer editor let slip on the GI website that the January issue is "expected to be a little more 'medieval' than usual." This was pulled just moments later. It was found on the news page where they stated that New Vegas has shipped over 5 million units. I wish to god that I had proof of this. I got this from another source that visits GI frequently for news. I too tried to do some searching for this on the site and over the net but was unable to turn up anything. We'll know for sure come december.
