If Bethesda didn't say it, then it's not confirmed.
I could also say the new DLC may feature mutant bunnies and rainbows. I probably won't, but it might.

it is quite obvious that there will be DLCs, our dragonborn hasnt reached conclusion yet *especially according to what grey beards who said they will reveal more to us later*

Even if these rumors are false (which they likely are) the media has a way of influencing rumors into becoming truth. Bethesda reads this and thinks "hey maybe we should put out two more DLCs, the media seems to think that's what the public wants". Cue the hypetrain.

It's been too long since Dragonborn's 360 release I think BS are working on a big DLC, possibly biggest one yet.
