Hello,
It seems that Fallout crashes while speaking to Sink Central Intelligence Unit. It seems to occur when a certain dialogue is about to begin or when I end the dialogue.
I also tried reinstalling Old World Blues, but no avail. Everything else seems perfectly fine.

I don't know what's wrong, care to help?

Having this exact issue. Whenever I try to exit his dialogue at any time it CTDs. Tried turning my mods off as well. Also happens when trying to use the store from his dialogue.

It is being suspected that the issue is actually related to RFCW. If you have the mod, then all we can do is hope for the issue to be addressed as soon as possible.
