If you would think about ONE faction that could rule the Mojave correctly, what would you say? Maybe NCR, Legion, a Vegas run by Casino, a free Vegas or even a nation with the "Old World" rules brought back into life?

I would say neither of them, a nation run by someone without interests of their own.
