I don't like decapitations, they never seem realistic to me. I don't know how likely it is to decapitate a person with a single slash, but it just seems too unlikely to me. Besides, I find it too brutal for my taste. Don't get me wrong, I loved playing Mortal Kombat, but this just doesn't fit a TES setting, in my taste.
It's not really an 'on or off' thing. It's a perk you can pick or not pick.
I was under the impression in increases the percentage of likelihood that a decapitation would occur. To me if that was true it sounds like there already might be a set percentage that decapitation would occur without the perk. I have no sources for this only rumours so I'm happy to take your word for it if you can confirm this for me.
I figure the dismemberment will be exactly like Fallout seeing as same people make this game as that game
Which BTW I loved the dismemberment in Fallout , why... without that I wouldn't even like Fallout... the only reason that game is any fun is cause someone will piss you off then you knock their head clean off with a sledgehammer and then shove their own decapitated head up their own ass and then take off their leg and make them kick their own ass with it haha

The one in that vid was Oblivion, I'm sure in Skyrim they will look better, as I said better animations, better graphics, better blood splashes (and more)

The only 3 attributes in Skyrim will be : Health, Magicka and Fatigue. Least that's what I heard.
