Theories are that he is either a distant relative to the Septim's bloodline, or like Sheogorath says: "His realm, his rules!"

I agree with the planes comment, the different plane probably nullifies the amulets powers and that lets Mankar Cameron wear it. I also remember a post somewhere in the lore section talking about him being some kind of royalty (could possibly related to this but do not know for sure). You could probably find out more about this in the lore section.

If you're referring to the alternate plane he created, it doesn't account for the fact that he wears it in the cave before entering his "paradise". The best argument I've heard thus far is that Mankar must be some kind of "royalty" and that the covenant that Akatosh makes with Alessia referring to "Dragon Blood" means anyone who is "royalty" can wear it. That would also explain why someone who is merely a high ranking general in the army can take control of the government, put on the Amulet, and become Emperor...*coughtiberseptimcough* ;^)

Or it was just an oversight by Bethesda which they later covered up with some explanation.

What conditions need to be met to be classed a blood descendant? Or better, when do descendants stop becoming blood descendants?

Tiber Septim could have countless thousands (i'm too lazy to do the math) of descendants if he sired just one ancestor.

Actually.....no. It dates back to at least St. Alessia, who was around long before the Septim line existed.

Vault_13:

You pore over your dusty tomes of lore. You study ancient genealogies and bloodlines. Look you to blood for truth? There is truth in blood, but it is not the truth that you seek! - http://www.imperial-library.info/tsoo/kotn01a.shtml

Despite the loading screens noxiously spamming of text from the trials of saint Allesia, Mankar Camoran wearing the Amulet was done intentionally. The reason he or anybody can wear the amulet has little to do with blood relations, but rather with their actions (taken in their mythical context).

Mankar Camoran is royalty - his descent from the Camoran dynasty is probably more legitimate than Uriel's descent from Tiber. The stone requires royalty, so when it can choose between the two...

Valenwood?! Mankar's an Altmer. Wouldn't Summerset Isles make more sense?

So, Mankar could wear it because fate hung in the balance, and he was possibly destined to become the Emperor of a new age?

I know in lore, different dynasties like the Reman and Septim ones have recovered and claimed the amulet as their own when they were founded.
And the Elder Scrolls read by the Moth Priests record fate as something fluid with multiple outcomes. So Mankar and Martin are both potential Emperors.
