if you are using block, armor matters little once you get good, and if you are going for sneaking, heavy is right out. If you are going into crafting and optimization, you can hit the armor cap with armors as low as elven and dwarven (so I've heard, untested personally) so I'd go for what effects you want most, and seeing as heavy's perks only improve armor rating (for most of them) I'd recommend light, it's weaker early game, but the stamina regen perk is good as is the 10% dodge, because that with the armor cap is the best passive defense you can get, add in block and you should be hard to kill (not that you NEED block, just that is is very helpful for full on combat).
