What kicks off that event? When you cast a spell with that effect in it or when the spell that someone else casts hits you?

Say I have 3 effects in spell1, numbered 1-3.

MGEF1 has an OnEffectStart in a script on it. The others don't.

If I cast spell1, and that effect is valid based on conditions, OnEffectStart will run. Otherwise, it will not.
