Yeah, basically that. There are only 62 attachments, the Operative Status is wrong, like how having the DLC gives you 20/22 for weapons (even though you have the other 2), and 22/23 for modules, which is almost for sure due to the Deflection death streak, as it is technically a Module.

What I'm wondering is, what are the 4 other attachments? I mean, what were they, as they were obviously removed late in development. One is almost certainly the SCAR's suppressor, as we all know that was there, in the demos and module videos, but what would the others have been? The SCARAB's scope? The X-43's optics (as it does have a mounting rail) or hologram? The DSG-1 or Marshall's holograms (they both have underbarrel mounting rails)? These seem to be the most likely, but hopefully this gets fixed if they ever fix the other number problems. Or, they should give us the SCAR's suppressor and remove the Grendel's Reflex, THEN fix it.
