My only concern about this game....

Let me start off by saying that I loved Oblivion and will 100% buy Skyrim when it releases, But i do have to say I am concerned about a few things this time around. Like in Oblivion will you be able to beat the game as a level 1 character? As long as you did not sleep in Oblivion you never leveled up therefore always taking on the low level creatures in the world not ever having a challenge. and you basically could beat the game as a level one.

Not that i ever did this, but I was never concerned about an area I walked into or a dungeon I entered that i would die basically because I knew the monsters would be at my skill level. I guess what I'm saying is I like the idea of entering a dungeon and realizing that the enemies inside are a bit to powerful for me to handle until I level my character up a bit. Having a free roam world that levels up with me isn't very exciting at all and I just never felt as if i was in any major danger.

The level scaling is going to be much more closer to fallout 3's style.

If I understand correctly, you are talking about how you could level up non-major skills and stay level one but be a badass who raqes all the lowly level ones. If this is indeed what you are referring to then, no that will not be the same. From what I understand you don't pick what major skills you have or pick a "class" at the beginning of the game so you just get better at what you do more often and level up accordingly.

They vaguely mentioned something about, roughly and with exceptions, you will have a tougher time in the mountains, and an easier time near towns, but not always, maybe, a bit.

[Oh, and with the reduced scaling, and the perk availability, levelling up should really be worth doing now]

I doubt it.

For once, the level scaling will be different, more like Fallout 3 with certain zones having being more tougher than others.

And for second, leveling up now has more benefits with perks, which seem to be having a big impact on your character, so missing them out wouldn't be recommended.

That's not entirely what i am speaking of, in Oblivion you could level up your main skills enough to reach the next level but as long as you never slept in a bed you never reached level 2. and you could run through the main quest line as a level one character, because the creatures you run into never level either. but my major concern as I said is the fact of me roaming the world and never seeing creatures of a higher level that when I came across it I was like "Oh crap I cant kill that thing, not at my level" and I need to move away before it spots me.

If this is the case then i am very happy that some changes were made. I will enjoy the game even more with the addition of the perks and the leveled zones. Thanks for replies and info everyone.

No there WILL be higher level creatures. Hell, I even don't think dragons can be challenged below level 10 so..

As pointed out earlier, they said there should be some areas that are just tougher than others, but I imagine if you wanted to screw the game by not sleeping you could still do that and it would make the game easier. Though that would be a major pain in the ass and why would you want to do that?

Obviously you did not read my whole paragraph there and stopped half way through. not to mention continuing to read past where I thanked people for the information that they would have leveled zones like in fallout, but hey I guess it's cool to just instantly jump down someones throat when all I want is the game to be better than it was.
