Only one Shrine of Azura and Boethia?

I'm browsing UESP right now and noticed that there are:
- 10 Shrines to Mephala
- 8 Shrines to Mehrunes Dagon
- 7 Shrines to Molag Bal
- 9 Shrines to Sheogorath

But only 1 Shrine for Azura and 1 Shrine for Boethia.
This seems fairly odd to me, since Both of them seem to be important in Dunmer Lore.
Is there a reason or explanation for this?

iirc azura and boethiah accepted the tribunal so i suppose they wouldnt be too fussed about being worshipped themselves in the meantime

although mephala is one of those ' good daedra' as well so im not sure if that applies.

as for the other 3, along with malacath they're consider the 'bad daedra'. meaning they rejected the tribal and make up the 4 cornes of the house of troubles

you might want to check the lore section, although something makes me think its just gameplay issues where they randomly placed statues of the princes in ruins

Didnt Azura punish the Dunmer for Worshipping the Tribunal? And her followers call the Tribunal the false-gods?

she punished the dunmer because the tribunal misused the heart to make themselves gods betraying nerevar in the process, according to good/bad daedra story she accepted the tribunal probably because she recognized the power the tribunal had

but after that started to fade she obviously changed her her mind since she pulled that whole nerevarine stunt as we find out ingame

so i guess that was just a hoax on her part, but then shes always been crafty
