Look at the http://devnull.sweetdanger.net/OOO/OOO_133_readme.pdf to see which mods it includes, and download the separate mods.

No offense but seriously why not just do that? OOO's main purpose is NOT to make the gameplay harder, it's to make the gameplay.. worthwhile. It adds things like, rewarding the player for leveling up, hand-putting items in dungeons and making the contents of chests a little more variable and surprising, so there's a point to exploring, varying the difficulty and number of enemies so that each encounter feels different instead of just a slow grind, etc. You'll still get all that if you tone down the difficulty slider.

http://sites.google.com/site/jorgeoscuro/oscuro%27soblivionoverhaulreadme <-- It is for the 1.23 version, but not too much has been added since then. See the bottom.

If you are just looking for more weapons/armor then you could have a look at http://www.tesnexus.com/downloads/file.php?id=18417.

Um....What?

Page 22 begins a list of every mod that was merged into OOO at the time of 1.33's release. That's the content of OOO minus the game changes.
