@DCDeacon Are the cities in their own Worldspaces or open?

@Scharesoft Everything outside is one open space. Interiors are separate spaces.

That sounds about right... The city would probably just load itself as you get closer to it.

As far as I know, the two reasons levitation was removed were the closed cities, and the fact that speedtree looks horrible from above (and maybe balance?). Now that both of those are gone, levitation for all! Hopefully!
