'Open Cities Skyrim' compatibility with texture mods

Does this mean that http://www.nexusmods.com/skyrim/mods/8058/? isn't compatible with texture mods like http://www.nexusmods.com/skyrim/mods/607/? and http://www.nexusmods.com/skyrim/mods/24909/??

Considering that that is precisely what it says, yes.

All open cities really does is move the location of the meshes (doing this was complicated, but the concept is simple) the game doesn't care where the mesh is when it calls for the texture, and Open Cities uses all the same buildings and other stuff, so all texture-only replacers are 100% compatible.

I rather have improved textures than open cities. Skyrim texture's quality is weak even for a game released in 2011. Hopefully the next Elder Scrolls game will have a completely seamless world.
