Is there a way to open the werewolf or vampire lord perk tree while not transformed into one?

SKSE or by any means?

I'm thinking of start looking into doing it even if I need by transforming in a temp race (like old animation mods) or something if no one knows a better way. If no better solution even help with the temp race idea would be helpful.
