I personally found it extremely exciting to learn how to run from those level 80s. You were constantly having to look over your shoulder to make sure that nobody was sneaking up on you and if they were, learn how to manipulate those stronger characters to ultimately lose you. Dying wasn't such a terrible thing either. Who cares if you got transported out of the immediate area you were in? Just head on back to finish up the quest and next time, keep a better look out.
Open world PVP added excitement and a tinge of nervousness to questiong and hopefully gamesas encorporates this! It's also realistic! In a post-apocalyptic world, stronger people would be constantly attempting to exploit the weak. However, I wouldn't even be against some sort of small penalty for say, a level 80 murdering one 20+ levels below him. As long as the engine allows for open world pvp to happen, I expect Fallout (a genre I've loved since the original release) will only be that much more exciting!
