Sure, it could be improved. Everything made by the hand of man could be improved. Nothing is perfect. But me, I don't play roleplaying games for the combat. I don't play roleplaying games for the "difficulty." I play to create characters with unique personalities that interest me and to tell their stories.
I have absolutely zero (0) interest in either The Witcher or Dark Souls. I have never experienced their combat mechanics first-hand so I can't comment on those games. But I can say that, on the whole, I'm fairly pleased with Elder Scrolls combat mechanics since Morrowind.
One major change I would make to Skyrim's combat would be to make kill cams toggleable. Killcams are not appropriate for every character type, in my opinion, and should not be imposed on every character. A good roleplaying game should be about choice. We should have the choice whether we want a character to perform killcam moves or not.
I used to feel much the same as you, Pseron Wyrd. I am not good at twitch-reflexes, MLG Pro sort of games. Elder Scrolls combat has always seemed "serviceable" to me. It's not great, in-depth combat, but I didn't need it to be.
However, having played both The Witcher and Dork Souls, I've come to believe that the Elder Scrolls series really could take lessons from those games when it comes to combat. Not in every aspect (ie the relentless desire to kill the player that pervades dorksouls, haha) but in both of those games combat feels more "satisfying". Swinging your weapon and hitting an enemy has weight to it. In Dork Souls, a heavily-armored fighter moves very differently than a lightly-armored acrobatic sort. The difference really struck me when right after playing Dork Souls I switched to Oblivion and watched my warhammer-wielding Dwemer armor-wearing character zip around like she was filled with helium. And the damage-spongy combat in TES feels far less engaging than the shorter, brutal fights in these other games.
Incorporating these things wouldn't mean taking TES from a choice-driven RPG feel to a hardcoe Gamers Only affair. But I do think that swiping an enemy over and over with my sword with little more than a shrinking health bar to indicate that I'm doing damage doesn't make for an immersive experience. I believe if done right, some of the design choices I've mentioned here can play to TES's strengths in terms of bringing the player into the world of their characters.
But in any case, I defo agree with you on killcams. I play mages often and seeing that same one over and over is SO DULL. I'd love to be able to toggle them off for when they don't add anything to the experience of a playthrough.

You cant fight worth s**t in 1st, but hack, slash, block. In 3rd, I can do back spin, back slash, back flip [jump mod], I have full control of the 360 view.
There is a mod called Unnecessary Violence where you can even climb buildings, but that's too much and complex for me plus the computer plays faster than the Player, same with Deadly Reflex.
I wouldn't mind seeing Skyrim H2H in Oblivion. I took the last ESP and tweaked every word 'Hand' in Settings 3x as a result the villains chose H2H over weapons as it's now more deadly and funny than weapons.
It's nice that you have the option to play in 3rd person with all the arcade moves. Go ahead use it if that's what you want but it's not for me. Jumping around willy-nilly, doing silly looking barrel rolls and back spins makes no sense to me. I tried it, don't like it. I much prefer the 1st person combat. For me it is much more intense and personal. My dream overhaul of melee combat would be a 1st person blend of Morrowind's melee combat mechanics, Daggerfall's mouse control and Oblivion and Skyrim's animations.
I don't think you have much to worry about, OP. One of the areas which doesn't get "dumbed down" from one ES game to the next is combat, at least in a visual sense, and pertaining to those particular weapons which have not been removed. I'm sure there will be more options with this and that, here and there.
Me personally, I'm happy with combat in ES4 as it is. Even on PC, I haven't been too eager to change stuff, combat-wise. I've only added crossbows, spears, and a couple other weapons.
