One way I found is to do all The King's missions in Freeside right next to New Vegas, then ask to join The Kings. You get a greaser outfit (leather jacket, jeans, boots) and you can then get a haircut from The King's hair stylist. There might be some other ways but I haven't found them.

If you're on PC, type on the console - showracemenu

If you're on consoles and for some reason cannot seem to get a haircut from the King's barber, then you're screwed...

This best be included in a DLC, very poor choice to take out such a simple mechanic

WTF no barber?

That svcks majorly, I like giving my character a bigger beard the longer I play as a kinda roleplaying device.

If the doctor can change your appearance during his surgery to fix you up then you should be able to pay him say 150 caps to get your face changed.

it's one of the rewards for doing a quest a certain way. I could forsee being able to use the barber, which is why I became a king. It's kind of like getting the Pimp Boy, cool, but unnecessary rewards that require a certain course of action.
