Options to help children you don't adopt.

That should have been in the DLC. That or the option to adopt more than two kids.

Reason: Because some of the children are really bad off unless you take them in. Like Lucia, for example, if you adopt two other kids, she's stuck on the streets begging for coins, with the wino bum Brenuin as her only friend. You almost feel obligated to take her in.

The player should be allowed to pull a Bryan Wilks with them, find them a home, if you don't want to take them in yourself.

I tend to ignore those kids as I'm usually in a hurry and my Altmer would never adopt a kid from the street, as he is too high in society for them.

Yeah, It would be nice to be able to have dialogue options to send kids to the families in Skyrim that don't have children. It could have been a quest given by Constance that gives you some fun reward for getting the kids adopted. BTW, I never tried but was curious if that Arrentino kid becomes adoptable, does anyone know?
