I know that racial skills have been discussed to death and that their inclusion in the game is a bit of a mixed bag… balance vs. flavour, stats vs. freedom etc. Panning down the list some of the sets fit their respective races very well, while others, well not so much. I am still scratching my head over Swift: -4/8/12% sprint cost and +3/6/9% sprint speed. It does not really seem to fit with the Orc race from a lore or feel point of view... a stoic martial race of honour abiding master smiths - run speed, really?
From a game play point of view it also seems rather weak and very situational at best. In PvP, once people have horses levelled up farily obsolete; possibly running someone down or run away but support will not be able to keep up and over extending will get you killed. It will be practically useless in PvE.
I don’t know if it’s a balance artefact from the now defunct racial ultimate abilities: Orsimer - Berserker Rage: Increase damage done by 20% and reduce damage taken by 10%. Compared with the others this looked pretty strong. Without this, Swift does seem very weak.
I would like to see it changed to something more fitting, preferably something also more useful like Rugged or Vigour? Some kind of damage passive might work; Carnage would probably be too strong coupled with the other racial bonuses but something else, perhaps as a halfway house, Spurned: +1/2/3% critical rating for all attacks? Alternatively something like Stoic: +1/2/3 armour rating; +1/2/3% maximum stamina?
