You extracted the bsa? That's not necessary. Just copy it into your data folder and you are done. No mod manager required here. If you want to uninstall just delete it again.

wait so i dont even need the mod manager for the bsa? wtf? but in the description of the nexus mod website it says to like make another folder and blah blah blah. did they mean do that for the rar file that doesnt have the bsa? and i will try the bsa thing you just told me. ill be back and tell you if it works or not.
What I told you is refered to there as 'manual install'. Since you only need to copy the bsa, esp and esm into your data folder for this mod that's the simplest way. OBMM will do the same, just with a more complicated procedure. It is only needed when you have a lot of loose files that are hard to uninstall manually. For an OOO user it is better to go with Wrye Bash anyway, to avoid compatibility issues via the Bashed Patch if you want to install many other mods too.
Do you know if Realistic Leveling Mod will work with the overhaul? is there anything i need to change for realistic leveling to work with overhaul?
Yes, it will - I use them together. You don't need to change anything, really - just change the setting in the RL ini that affects how fast you want to level.
Nice to see work is still continuing on this mod, played it years ago already. Wanted to give it another shot, but first i'd like to know what kind of leveling system OOO uses. The vanilla one was utter crap (esp. the skill micromanagement), so i absolutely don't want to play with that. In case OOO doesn't use a custom one, what leveling system would you guys recommend? And are there other mods that you deem absolutely essential? I'm totally lost at the moment due to the sheer amount of information i'd need to process to find suitable ones

OOO has an optional levelling system that slows things down, but doesn't otherwise alter it. If you want something completely different, there are a few options:
Oblivion XP: Something like D&D's system, where you gain XP.
Realistic Levelling: More like Skyrim's system, where ALL skills count toward level-ups. Also adjustable. (I've used this one for years.)
Fundament: Don't know much about this one.
KCAS: Same.
As for must-have mods... there are several threads on the forums here where people ask the same thing - just do a search.
OOO doesn't change the leveling system, but it slows it down circa x3. Check out http://www.nexusmods.com/oblivion/mods/13879/?, which removes the micromanaging completely and instead have "natural" progression. http://www.nexusmods.com/oblivion/mods/41005/? is an alternative to OOO's level rate slowdown, giving you complete control over it.
As for other recommended, "essential" mods, it depends so much on what you find essential, so difficult to give general advice, except for the Unofficial Patch. I doubt I'd play without MMM myself (when I play that is), so I guess that is one of my essentials.

Sorry, no idea. Haven't heard of it before. And I know next to nothing about auto calc stats or that particular bash tag, so I'm not much help regarding this.
I checked my bash patch, and nothing I've got besides OOO touches that NPC; since I'm not a member of the MG, though, I can't verify whether or not he sells spells. I'll see if I can use some console commands to check it out.
Yeah like i said, If I were to not tell Bashed patch to import npcs of OOO then Athragar is fine, but as soon as i do, he would be set to auto calc stats
Ill do that, I thought it might be due to OOO and it setting the Calc min to 1.

2: No, it doesn't. Would I suggest that? Presumably it increases the number of training sessions, though it doesn't say how many. Balanced? *shrug* I use RL, which has a setting for increasing training, and I set it to 10.

The goblin wars thing is http://www.uesp.net/wiki/Oblivion:Goblins. Unfortunately, it doesn't work "due to distance restrictions built into the game". MMM doesn't, but there might be other mods that alter this.
