With all the unrest in Cyrodiil City, a trooper told me they might have to recall the Legions to protect the Emperor.

If it is as bad as it seems, I wouldn't think it's unlikely that they could use some highly skilled blade over in the Imperial Province, I'd go for the theory that he was recalled for a more important job after all what use is a pet project of the emperor (what the nerevarine prophecy is) when the emperor is dead.

Maybe, or more likely it was his cover while in Balmora. It's possible the Blades recalled him to Cyrodiil because of a drug dependency, but also possible that he never really used sugar and was only recalled for another assignment.

The people at the South Wall Cornerclub says he eats a lot of the sugar.

Well, if a skooma addict was supposed to be his cover, of course they would say so. If people actually knew that he really wasn't taking the sugar, what use would pretending to be an addict be to him?
