So, my character was out of stamina and made the "out of breath" started playing... and never stops.

Isn't there a console command or something to do to make it stop ? It's getting annoying ! Even shutting down the game and reloading doesn't fix it.

I'm still getting this problem from time to time, mostly when I'm in dungeons, it seems.

Exiting the game and reloading the save doesn't even fix the problem. I have to revert to an older save. This is pretty annoying!

I get this sometimes as well. I've found performing a shout fixes it. It seems to pop up if I perform a shout when out of stamina.
